Shenzhen retained top spot for the second year for innovation, followed by Chongqing and Guangzhou, an annual study showed.
The study was conducted by the China Institute of City Competitiveness and released in Hong Kong on Friday.
Shenzhen was also judged the most suitable city in China to start a business, the study said.
The institute studied 295 cities for competitive strength, education and technological advances, business and financial market development, among other things.
Meanwhile, the city dropped to the second place in wealth creation ranking and was replaced by Hong Kong.
In the 2010 ranking, Hong Kong was second in this category, institute chairman Gui Qiangfang told a news conference in Hong Kong.
